Tom Lynch joined the EMS Agency in June 2010. Tom previously served as the Executive Director of EMS for San Luis Obispo County from 1993 to 2006. More recently, he has served as the EMS Director for the County of Monterey from 2006 to 2010. Tom started the California phase of his career in 1991 as the Prehospital Coordinator for the San Francisco EMS Agency where he served for two years
Tom began his career with New York City EMS, first as an EMT in the South Bronx and then as one of the original paramedics assigned to the Harlem community. Tom then spent 12 years in Denver EMS. He was a senior paramedic at the Denver General Hospital Paramedic Division. He also held several EMS educator and management positions at other hospitals.
Tom has authored a number of papers published in EMS journals and has lectured on the national level for a number of years. He has significant disaster management experience having served as a Medical Health Operational Area Coordinator for more than 17 years. Tom also was the Region II Disaster Medical Health Coordinator for two years including during the Northridge earthquake.

Josh has been with the EMS Agency since January of 2002. Prior to his service in Santa Clara County, he worked as a field provider, educator, and manger of Emergency Medical Services in both the public and private sector. He has managed prehospital education programs for the UCLA Center for Prehospital Care, served in municipal fire departments, private ambulance services, as a Deputy EMS Administrator in another county, and overseas as an international health/telemedicine officer. He is currently a member of the State Mission Support Team and is a Certified Emergency Manager (CEM) by the International Association of Emergency Managers. Outside of work, he enjoys travel and outdoor activities.

Dr. Rudnick has been in Emergency Medicine for the past 19 years. He has a keen interest in EMS, toxicology and pediatric care. He was the Medical Director for the Emergency Department and EMS Director for St. Elizabeth Community Hospital, Red Bluff, from 1995 to 2003. He then transitioned to Nor-Cal EMS, the EMS oversight agency for 9 Northern California counties. He has active fellowship status with both American College of Emergency Medicine and American Academy of Emergency Medicine. He successfully completed the prestigious California Healthcare Foundation Fellowship for Medical Leadership and was active in the medical staff leadership of both Mercy Hospital Redding and St. Elizabeth’s Hospital. Other roles include the presidency of EMDAC (Emergency Medical Directors Association of California) and the founding President of the Medical Reserve Corp of Far Northern California. He lectures statewide on numerous topics in Emergency Medicine ranging from pediatrics to chemical warfare. His most passionate interests are his wife (Deborah A. Sutcliffe, MD) and his two daughters Alaina (age 13) and Melinda (age 11).

Patricia Natividad has worked as an Analyst with the EMS Agency since 2001. She initially managed the EMT Certification/ Paramedic Accreditation program. She is currently managing the Agency’s administrative programs that include budget tracking/development, contracts, and office management. She received her Bachelor's in Public Administration from San Jose State University. She enjoys spending time with family, reading and watching movies in her free time.

Anne Marcotte has been a nurse for 40 years with experience in Emergency and Critical Care. She came to us from San Diego. She has been working in EMS agencies for the last 7 years. Currently she is the Quality Management Coordinator for the Santa Clara County EMS Agency. In her off time she likes to bake, walk her dog SugarPlum, and be a grandma to Marc.

Michael is currently assigned by the EMS Agency to the Bay Area Urban Area Security Initiative (UASI) as a Project Manager and is responsible for projects related to the medical and health industry. He has been with the County for three years and prior to that, worked 5 years as an EMS Field Supervisor. Other endeavors include 10 years in the hi-tech industry as a corporate marketing specialist, and an additional 5 years in the 911 industry as a first responder.
